Established in 2011 by Jodi Hambrick, Quality Contracting, Inc. is a Class A Licensed General Construction Contractor specializing in commercial and industrial construction and renovation. However, the concept of bringing a quality controlled (QC) systems management approach to General Contracting and Project Management has been more than 30-years in the making.

Jodi Hambrick, President and sole stockholder of Quality Contracting, Inc. was raised in a construction family and was “hands-on” from an early age. Her education at UNC Wilmington and NC State in business management, work in real estate development, purchase and leasing, and commercial construction have given Jodi a deep understanding and unique insights into what it takes to complete a successful project.

JODI HAMBRICK | Founder and President
There is no substitute for experience. And a lifetime of experience creates the opportunity for great things to be built. Jodi Hambrick, President of Quality Contracting, has been in the construction industry for more than 26 years. She is a team builder and natural collaborator bringing the full potential of all team members to each project. Her strength lies in her ability to see the intent of the designs and potential problems. This in-depth understanding allows her to identify solutions, many times before construction has even begun.

JIMMY ELLIS | Corporate Safety Officer and General Superintendent
We take safety very seriously and Jimmy Ellis leads the way. Under his guidance and supervision, it’s not another check-in-the-box for us. Jimmy serves as Corporate Safety Officer and General Superintendent for QCI. He is responsible and leads our field activities ensuring safety protocols are developed and implemented on every project. Before the project starts, we take time to plan out each feature of work on each project creating an Activity Hazard Analysis (AHA). Due in part to Jimmy’s leadership, QCI has had “zero” loss time accidents on any of our jobsites.

 With more than two decades of experience working as a Project Superintendent on the area’s Naval bases, Jimmy has successfully completed multiple projects ($5-10 million range) and has been credited with three Safety Awards from NAVFAC and three Letters of Commendation. His work experience includes new construction, building renovations, marine, civil, and petroleum projects. Jimmy is also a Certified Healthcare Constructor (CHC) and has successfully completed multiple projects within the stringent requirements of the healthcare arena.

JOE FAISON, Jr., PE | Project Manager
Joe spent the past 30 years in government construction on both sides of the table. He served with NAVFAC, leaving there as the Chief Contracting Officer responsible for Norfolk Naval Station Little Creek, Oceana, and Dam Neck. He has followed that up with 19 years in commercial construction management for the government and private sector.  Vision, knowledge, and know-how are what have come from this 360-degree lifetime experience.

FRANK SGROMOLO | Project Manager
What do Vo-Tech Carpentry, medicine (in the U.S. Navy), saddle making, acting (in a movie), an award winning remodeling business, and advanced education in Ministry (BMIN) and Government (MA) have to do with construction? It’s the “long and winding road” of Frank’s life and part of what makes him such a great project manager. The skills of leadership, attention to detail, starting, adhering to schedules, and finishing are all there in his life. However, what ties it all together is his passion to serve – the public, the people he works with, our clients. With almost 40 years of professional life experience and 15+ years in the construction industry, Frank is a “go-to” leader.

MATT KLAGES | Electrical and Mechanical Division Manager
Matt holds masters’ licenses in both Electrical and Mechanical. He has successfully completed M/E work at Dam Neck, Fentress Airfield, Little Creek, Fort Story, Yorktown Naval Weapons Station, and Fort Monroe.
